Other than updating or re-installing windows, the next thing I would suggest is checking for incompatabilities with any antivirus you might have, and doing a full scan of your computer. Are you certain it only happens with Insurgency? I haven't heard of anyone else having this issue with Insurgency specifically, so it's very likely that it's a problem with your computer.
